IDC Sees Significant Growth Potential in Nordic Payroll Outsourcing Market

The most commonly outsourced human resources (HR) operation in Nordic companies is core HR management services, such as payroll, but the market is still at the evolving stage. However, IDC sees significant growth potential. According to a newly released IDC Nordic study, Nordic human resources management services spending will experience a compound annual growth rate (CAGR) of 10%–11.5% through 2009. According to IDC, the Nordic market reached a value of €260 million in 2004.

"While the main players in the traditional payroll software market extensively manage the Nordic payroll software market, the coverage of employees whose payroll is processed through outsourcing services only ranges between 10% and 25% in different Nordic countries," said Esa Peltonen, IDC research manager, IT Services. The biggest players in the payroll outsourcing market in the Nordics are often offering pan-Nordic services, but strong local players also have significant market share.

IT outsourcing is already a very common way of organizing IT operations more efficiently. Such processes as catering, cleaning, and real estate maintenance have often been outsourced for years now. The newest area of interest in the outsourcing business is business process outsourcing (BPO), and IT service providers have started to offer outsourcing services in such business process areas that involve extensive IT solutions. In the human resources area, offerings in payroll process outsourcing are a natural addition to IT companies that are experienced in the payroll software market. Hence the main players in Nordic payroll process outsourcing are IT companies that have a history as payroll solution providers. Also, some accountancy-related companies have taken a step forward in this business area.

In IDC´s HR and payroll BPO services research, HR outsourcing by definition means transferring ongoing management for repeatable transaction processing of a single or multiple HR functions. Usually, HR outsourcing deals primarily focus on the core HR processes of payroll, benefits, and HR records keeping. The newer areas that include HR outsourcing deals may encompass transformational elements that help optimize the workforce, in addition to core HR.
