New Central Government IT Initiatives Will Grow by 22% in Western Europe, Says IDC

Results from IDC´s 2005 Vertical Markets survey suggest that government executives will grow IS budget, but with some caution compared to the first years of the egovernment hype, and that local government executives are more optimistic regarding their IS budgets than their central government counterparts.

Of the central government respondents, 22% told IDC that they will grow spending for new initiatives, while less than 10% of them expect to grow spending on maintenance and upgrades. Demand for external services is also expected to grow, with 28% of central government and 18% of local government executives indicating that the share of IT that they source from external vendors will grow in 2005.

"IT vendors that want to capture a share of this IS budget need to promote offerings that target the needs of the fastest growing segments and build partner ecosystems that put them in the right channel," said Massimiliano Claps, program manager, Public Sector, IDC European Vertical Markets.

The IDC survey also investigated the perceptions that government executives have of their primary suppliers of IT, and also the criteria they use when selecting their providers. Low cost of ownership and technical skills rank as the top selection criteria.

System integrators will play a big role in the future of Western European governments´ IT spending. 34% of respondents indicated that system integrators and consultants will be the primary source of IT for governments, and they will not be the only primary source, since government executives also indicated that 30% of their software spending in 2005 will be purchased through SIs.
